Although Brazil has banned electronic smoking devices (ESD) since 2009, a recent investigation reveals that the country remains a strategic priority for Philip Morris International’s (PMI) global expansion of these products.
Documents uncovered through freedom of information requests show that between 2023–2025 PMI was in regular contact with Brazilian officials. At least six interactions specifically focused on ESDs or regulatory proposals such as tax revenue generation and job creation, common industry arguments when lobbying governments for favorable regulations.
