Analysis of Global Action to End Smoking’s Tax Returns

The Foundation for a Smoke-Free World (FSFW) claimed to be an “independent” organization aiming to “accelerate an end to smoking.” Yet, from its founding in 2017, it was fully funded by one of the world’s largest cigarette makers, Philip Morris International (PMI).
Although PMI stopped providing funding in 2023, the organization invested most of the final payment of $140 million, and the returns from these investments now comprise most of GAES’ income. In other words, the organization is largely running on returns earned from tobacco money and the original capital.
