Deep Flaws Found in PMI-Funded Cigarette Smuggling Report

Project Stella is a series of reports commissioned by Philip Morris International (PMI) on the state of smuggling and illicit tobacco trade in the European Union. Readers, however, should approach these reports with caution: Several flaws have been found that present a misleading picture about the tobacco industry’s own involvement in illicit trade.
