The United States Food and Drug Administration (FDA) found that Philip Morris International’s (PMI) heated tobacco product, IQOS, does not reduce risk of death and disease when compared to cigarettes. But because the FDA also ruled that IQOS meets the less stringent exposure modification standard, PMI is capitalizing on the confusing language and praising the FDA’s ruling as a “milestone for public health.”
